MINIMUM REQUIREMENTS:
High School diploma or GED and one (1) year general office work experience.
To be certified bilingual/biliterate English/Spanish and be eligible for the incentive pay, candidate's must pass a Civil Service proficiency exam.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES:
Must possess/obtain and maintain a valid Washington State Driver’s License.
Job Summary
Under general supervision performs a variety of, moderately difficult clerical and accounting responsibilities, within the City of Yakima Transit Division. Provides assistance to the public and City staff regarding processes, procedures and general information related to transit operations. Applies some independent judgment in making routine decisions, resolving normal problems, and interpreting standard guidelines and regulations.
Essential Functions
City employees who are certified bilingual and/or biliterate will interpret and explain information to the Spanish speaking public.
Major Worker Characteristics
Knowledge of: professional office practices and procedures of modern clerical and administrative practices; basic arithmetic; general principles and practices of clerical accounting and bookkeeping.
Knowledge of and adherence to a high standard of professional ethics. Demonstrates knowledge and sound judgement with regard to public disclosure, HIPPA (Health Information and Portability and Accountability), Americans with Disabilities Act (ADA), and other confidentiality standards.
Working knowledge of computer spreadsheets; databases; industry applications; Microsoft Office Suite Outlook, Word, and Excel; and other report writing tools; and office equipment; professional office procedures and practices.
Ability to perform basic arithmetical computations; to perform varied clerical tasks; to understand and apply readily available operating procedures and guidelines to varied operational requirements. Ability to use good judgment in applying guidelines to a wide variety of work situations; express ideas clearly and concisely orally and in writing.
Ability to, collect and review information and make logical decisions and recommendations. Must be able to efficiently and effectively enter information into a computer system with speed and accuracy. Ability to operate standard office equipment including but not limited to: computer, fax machine, copy machine, telephone etc.
Ability to listen attentively and question for needed information; anticipate departmental needs; organize and establish individual priorities and tasks; evaluate and recommend improvements in systems, practices, and procedures; establish and maintain effective working relationships with others. Ability to compose correspondence; produce and maintain accurate and timely records and reports; perform word processing, data entry and use a variety of computer software systems/applications proficiently.
Must be dependable; able to work independently with self-direction and/or minimal direction or oversight; highly motivated, organized and skilled at meeting deadlines; have a sense of urgency to complete tasks in a timely manner. Must possess ability to maintain sustained attention to detail and work under timeline pressures; prioritize workloads; manage multiple tasks; make rapid, sound decisions quickly; and adapt to changing priorities and demands. Excellent analytical and organizational skills are essential.
Must be able to communicate clearly and effectively, with employees, members of the public representing diverse educational levels and backgrounds, and with officials at all levels of government utilizing well developed communication skills, both written and oral, with appropriate use of business English, including but not limited to correct grammar, vocabulary, letter composition, editing, spelling, and punctuation.
Requires ability to: answer inquiries by telephone, computer or in person; to establish, facilitate, and maintain effective working relationships with other employees, the public, vendors. community organizations and government agencies; to consistently and continually demonstrate tact, diplomacy, and respect to individuals, groups and organizations representing a wide diversity of ethnicities, cultures, opinions, and beliefs.
PHYSICAL DEMANDS:
Work is performed primarily in an office environment while sitting at a desk or computer terminal for extended periods of time or while standing for a period of time. Occasionally needs to move inside the office to access file cabinets, office machinery, etc. Constant use of both hands in reaching/handling/grasping/ keyboarding and other fine skills manipulation while performing duties and operating on computers. Occasional heavy work includes lifting and carrying up to 25 pounds. Occasionally ascends/descends stairs while maintaining balance. Constant use of all senses including feeling/talking/hearing/seeing while performing duties and communicating with co-workers, general public and completing all tasks as assigned. Must be able to distinguish color and maintain long-term and short-term memory. May work in remote locations or in noisy work area. May be exposed to drug paraphernalia, needles and/or traffic when working at the Transit Center. UNUSUAL WORKING CONDITIONS:
Works with the public and employees who may be irate, upset, angry or anxious. May be subjected to offensive or abusive language from public. May have to travel to other sites.
