Stormwater Worker
Position Summary:
Perform tasks involved in the operation, maintenance, improvement, and quality of the City’s surface water distribution system; Cleaning, clearing, maintaining, and improving storm drain system; improving all public right-of-way and roadway surfaces within the City. Incumbents may work independently or within a team. Independent decision-making is required. Performs on-call duty on a rotational basis.

ESSENTIAL FUNCTIONS
Depending upon assignment, the incumbent may perform a combination of some or all of the following duties, which are a representative sample of the level of work appropriate to this class.
- Employees of the City of College Place are expected to model and foster the City’s core values: Open and Honest, Cooperation, Respect, Service, & Diversity.
- Cleans and repairs catch basins and storm pipes; inspects and repairs manhole vaults and covers.
- Performs minor repair and replacement of storm drain infrastructure.
- May coordinate with outside contractors to clean and TV specific sections of the City storm drain system.
- Recognizes and reports illicit discharges that affect storm water quality.
- Assists with the cleanup of hazardous materials.
- Maintains records related to storm water inspections and maintenance activities.
- Keeps detailed records of time, materials, and equipment.
- Conducts inspection of the storm water drainage system.
- Mow, trim, and otherwise maintain vegetation which affects city Stormwater conveyance system and City right of way.
- Takes field notes.
- Performs minor maintenance and repairs to asphalt and concrete surfaces.
- Operate street sweeper to maintain cleanliness of public streets.
- Responds to daily calls dealing with street, sign, and public right of way issues.
- Assist in traffic control and safety maintenance.
- Participate in curb, gutter, and sidewalk maintenance duties.
- Assist with installation, maintenance, and replacement of water utility system infrastructure.
- Operate a video inspection vehicle to inspect storm lines.
- Operate jet-vactor truck to clean storm lines.
- Other related duties as assigned.
MINIMUM QUALIFICATIONS:
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
- Basic 1st-aid & CPR certificate or ability to obtain within 6 months.
- Washington State Approved Flagging and Traffic Control Certificate or ability to obtain within 6 months.
- High School Diploma or GED equivalent.
- Class A CDL with Tank Endorsement, air brake restriction lifted, or ability to obtain one within nine months of hire.
KNOWLEDGE REQUIRED:
- Background with computer programs (Microsoft Office).
- City organization, operations, policies and objectives.
SKILLS/ABILITIES REQUIRED
- Effectively communicate with City staff and customers.
- Exercise sound judgement and effectively problem solve.
- Follow oral and written communication skills.
- Read and communicate in English.
- Physical ability to perform the essential job functions.
- Ability to meet timelines and schedules.

WORKING CONDITIONS:
- Work is performed in a variety of environments.
- Frequently works near moving, mechanical parts.
- Frequently works around fumes and airborne particles.
- Frequently works in an environment that is loud.
- Will work in all climate conditions and various weather conditions.
- Frequently required to stoop, kneel, crouch, or crawl.
- Must be able to walk, climb on ladders, and reach with hands and arms.
- Must be able to use hands to finger, handle, or feel objects, tools, or controls.
- Occasionally work is performed at high elevations, in trenches, and confined spaces.
- Ability to perform heavy labor is required. This position frequently requires lifting 50 pounds and, occasionally, 75 to 100+ pounds.
LICENSE & OTHER REQUIREMENTS:
- Valid State of Washington or Oregon driver’s license. CDL Class A with tank endorsement, air brake restriction lifted, or ability to obtain within nine months of hire.
SALARY INFORMATION
Stormwater Worker II - $3,988 - $4,489/month
